Lessons from London: Building for Affordability and Sustainability

Caroline is Deputy Managing Director at Be First, the London Borough of Barking & Dagenham’s urban regeneration agency, and is also responsible for overseeing the multi-disciplinary Place & Design Team. When she first joined Be First as Chief Planning Director, she transformed and built Place & Design to embed a culture focused on fast, solution-driven, commercially astute outputs which ultimately deliver successful places that are really good at what they do. In her current role she plays a leading role in supporting the development of Be First as a commercial business with a social purpose. This includes instigating and developing new opportunities for Be First to create and
deliver value in terms of revenue, commercial benefits and financial returns, as well as contributions to better social outcomes in Barking and Dagenham. Prior to Be First, she was JLL’s first female Planning Director in London, and she also worked for CBRE.

Join us for a discussion on London’s housing development with Caroline Harper, at the inaugural event in our Global Exchange Speaker Series.

Like many cities around the world, London is experiencing a housing shortage and an affordability crisis. Across the U.K., median home prices far exceed median incomes. One of London’s 32 boroughs has become a model for ambitious, creative design to develop affordable and sustainable homes — accelerating the roadmap towards zero carbon and delivering high-quality social housing.

Caroline Harper, Deputy Managing Director of Be First, a London-based urban regeneration agency, has led the way in creating significant amounts of affordable housing in South and East London. She will speak about the achievements, the model and the lessons learned while delivering the homes London desperately needs.

Our 2024 Global Exchange initiative, Big Swings seeks to build solidarity between leaders in New York and other cities taking “big swings” at their housing crises. By exploring the cultures and politics behind housing shifts around the world, we will equip decision-makers to better advocate for reform and support a new generation of leaders to house every New Yorker.
