Hallie Martin is Director of Operations, Special Needs Housing at NYC Department of Housing Preservation and Development (HPD). She supports the Division’s development activities and its work to advance policies serving NYC’s most vulnerable populations. In her ten years of city service, Hallie has held policy, operations, and analytic roles at HPD, NYC Department of Education, and NYC Department of Homeless Services.
